About Terry Hoskins

Lifelong Commitment to Service

Born in a small farming and underground coal mining area in Western Kentucky and raised by his grandparents after his parent’s divorce, Terry was the first in his family to graduate high school and the only child to attend a university.

Terry enlisted in the United States Marine Corps in February 1983 and served with Distinction until retiring, as Sergeant Major, in September 2008. He served:

• As an Adviser to the Royal Saudi Marine Corps at the end of the First Gulf War
• Somalia, participated in Continued Hope and Restore Hope
• Bujumbura, Burundi, participated in the evacuation of over 250 American and allies during the genocide in Rwanda
• Iraq, participated in the Iraq invasion in March 2003, where he was the recipient of the Purple Heart Medal and was awarded twice for bravery in leading his Marines in ground combat.

Terry joined the San Diego Police Department in October 2008 and, after graduation from the academy, was assigned to the Mid-City Division in the early summer of 2009, where he remained. During that time, he participated in three contract negotiations with the City; in September 2013, he was awarded the Meritorious Service Award and the Lifesaving Medal for actions involving the shooting of a fellow officer by an armed-and-dangerous felony fugitive and has published articles on law enforcement topics in various magazines and local newspapers culminating in his doctoral thesis “The Community Policing Phenomenon: Perceptions of Congregational Members of Faith-Based Organizations on Community Policing in two Multicultural Community Districts in San Diego, California.”

He received his Bachelor of Arts (With Distinction) in Social and Criminal Justice in June 2011 and Master of Science in Criminal Justice with an Emphasis on Law Enforcement in October 2013. Terry obtained his Doctor of Public Administration in April 2023.

Terry is a homeowner in Rolando Park.
